TECHNICAL WRITER DoD - Consulting Opportunity - Frederick Maryland

We have the following long term consulting opportunity available in Frederick Maryland for one of our Government clients:

 

Technical Writer

 

 Background: 

 

This division provides management oversight to the development, procurement, and fielding of new medical devices into the Army Medical Department field medical units. This includes from portable, rugged diagnostic or therapeutic devices to full scale CT scanners. The office must provide for conduct market surveys, contractual agreements, and cataloging that support the development, procurement, and fielding of such devices.

 

Tasks:

 

The technical writer must largely support two major efforts:  product cataloging from characteristics to desired end state usage; and contract preparation. 

 

 

  • Cataloging: All materiel used by the Army medical department in its battlefield support mission is provided in sets, kits or outfits (such as a complete Operating Room set with 500 individual items). The technical writer will be involved in providing essential characteristics for each item that will support its unique stock numbering. Then these characteristics are listed within the greater sets. This affors the user the opportunity to understand what materiel he will receive in each set and determine its ability to meet the assigned medical mission. 

 

  • Contracting: Statement of work or specifications are written into contract solicitations that drive the award to device manufacturers for development of new products or procurement of marketed products. The technical writer will be responsible for working with biomedical engineers and clinical staffs in writing the ultimate product characterizations for the solicitations.  Individual will be a team member for the contract process both in preparation, decision, and management.  

 

 

The individual needs not to be a leader nor senior expert. The individual will work as a part of a team adding his/her specialty experience within a greater device program.

 

Education:

 

·         Bachelors Degree is preferred, Master’s is an additional value

 

Experience:

 

·         10 – 15 years experience within a medical research, development or manufacturing capacity

 

·         5 years within either contract administration, technical specification preparation, or product cataloging

 

·         Served as a team member on a medical device project, not necessarily in a leadership role

 

·         Government knowledge or expertise within the formal acquisition process (as DoD civilian or contractor) is desired. (This encompasses requirement definition through logistics for the introduction of new products into the government inventory.)

 

·         Good written and oral communication skills are necessary. Evidence of written talents must be easily discerned.

Summary: Provides functional and technical direction in the design, development, acquisition, production, fielding and post deployment support of Government programs. Supports the Government in overall product management policies, plans, requirements, execution, control and direction of the work and associated resources involved in providing life-cycle management.

•Perform quality checks of all work products and interact continually with Government COR and any appointed Technical Representatives (TR) to present interim results, discuss concerns, and ensure total product/service satisfaction.
•Due to the dynamic nature of the requirements the Task Lead should also manage the contractor support workforce in order to match the ebb and flow of the specific skills required for the requirements as they arise

Supervision: This position does not have any supervisory responsibilities.

REDUCE THE SOUND OF NERVOUSNESS IN YOUR VOICE
When you are nervous you tend to hold back your energy and limit projecting your voice. The air pressure of your breath energizes the voice. This pressure creates the force that vibrates the vocal folds (vocal cords).Therefore, instead of getting softer when you feel nervous – take a deep breath, talk LOUDER and “blast through” the vocal folds. This will reduce or stop the quiver and/or the nervous voice. Will you be less nervous? Not necessarily at first. Will you sound less nervous? Yes. As you hear your voice inside your head it may sound like screaming to you, but to your audience you will sound confident and in charge.

What is the same and what is different when preparing for an oral proposal versus a written proposal when you are responding to RFP requirements?

First, what is the same?
The written content, the slides and the talking points all have to be organized the way the customer has requested in Section L and will be evaluated according to stated criteria in Section M.

An outline and/or a compliance matrix is a strategy that can be used to ensure you will demonstrate how effectively you will solve the customer’s problem and how well you understand their concerns/needs/ challengers. From the executive summary and following on throughout the proposal it has to scream why our team.

For both formats, the benefits of your solution must be in clear and concise language. Both must be in full compliance with the requirements.

Second, what is different?

First, the passion and enthusiasm of the program manager and team members as well as the cohesiveness of the team can only be demonstrated in person. Nothing in writing can connect to the customer as well as face-to-face communication. This is one of the reasons that the Government asks for orals. They want to see the key personnel.

Second, it is during the Q&A where you get a second chance to repair any oral presentation areas of concern to the Source Selection Board and again they get to see you respond personally. The Q&A gives everyone another chance to connect and shine and iron out any wrinkles.

Here is the good news. An experienced orals coach can teach speaking/connecting skills that can be learned by everyone on the team and intense Q&A strategy training and practice allows for “no surprises on orals day.”
